I've added those SSDT files you mentioned but PM is still not working. I generated my SSDT-PM using ssdtprgen. Could you check if there is any issue with it?

Now try using only SSDT-PM, SSDT-PMC, SSDT-PLUG and SSDT-X79 and check and let me know. Disable all other SSDT. It should work now

Now just use SSDT-PLUG and SSDT-X79 nothing else and check
Also while creating SSDT-PM you need to have two options enabled in the ACPI>Delete section
1. First enable those two options in the ACPI>Delete section and reboot
2. Now create SSDT-PM
3. Disable those two options and then reboot

CPU Power management just doesn't work. Frequency of all cores is stable at 2.6Ghz and Usage is always 100% no matter I let the PC idle or run geekbench test. All solutions I've tried so far giving the same result.
I expect it's idle at 1.2Ghz with almost 0% usage and reach 3.3 Ghz all core while testing with geekbench
