What app do you use to test the speed?
I just copied a small folder from external HDD to the desktop with about 1,2MB/s. On a different USB port I have around 120 MB/s.
It also takes a long time untill the HDD appears on the desktop, but this varies as well.
edit: the speed with Usb Stick is normal.

try this ssdt without the kext (XHCI-AMD6900XT)

With this one it looks the same as with the one before.
I figured that the whole things works under Catalina without any kext or ssdt. I just checked again and there the external hdd is found, but is also slow. Pretty much the same behavior as in Monterey with kext.
Here ist the ioreg from Catalina, if it is of any help.
I know, thats right. There I only have vesa mode, but there the usb-c is working also as a hub.
