Could you post your working EFI of this system with High Sierra?
Does it start the same well after all this failed tests?

Inside your zip I see alt-EFI and EFI
and many many things not useful also in high sierra for us (nullcpupowermanagement kext)
if this old EFI does not work anymore you have to put back all parameters in your bios when it is was (luckily) working and to have it booting well again in your system

I mean your previous and working EFI with HighSierra OS was weird
Inside some stuff of Nvidia and others weird thing
You say it does not start anymore also your High Sierra disk if I am not wrong
Now I have converted and updated your previous EFi
If you can rebuild the same situation of your previous bios configuration settings this EFI could boot system from HighSierra to Monterey
I doubt because I do not see a mandatory SSDT for your motherboard Chipset
But, if it was working previously it must work also now
EDIT use this config because inside EFI I have used patches for 12cores CPU (sorry)

Without plist from 64: I see a list with 4 entrys: EFI - EFI - Install Big Sur and Reset NVRAM. But NO key (1-2-3-4-Tab- space - arrow down - enter - F1/F2/F3) works...

If you want try this
before with 4G enabled, if it fails disabled it in your bios and try again the same EFI

Enable: Works up to kernel panic. (Foto)
Disable: Reboot after a few seconds.

versuche mal die hier, aber kopiere bitte auf USB Stick, dann weist du auch genau welche du startest
zusätzlich mache ich gerne einen NVRAM reset mit dem OpenCore, ( Tab Taste drücken ) dann ist sicher, das nicht noch teile von der Alten Config spooken
ich habe weil ich mutig war, die BootArg Option -v rausgenommen dann ist direkt das Apple Logo zu sehen, bin aber nicht sicher ob ich die Spracheinstellung vergurkt habe, musst mal schauen ob das auch Deutsch ist
EFI 3 ist die EFI mit der du angefangen hast.
Zusätzlich solltest du dann auch noch SecureBootModel konfigurieren, wenn das mal auf Monterey laufen soll.

Evtl. noch mal USB Mapping machen wenn nicht alle Ports auf USB 3 laufen etc. :

Da wahren noch Kexte für die XT5700 drin und du hast ja die RX570, könnten gestört haben, versuche mal die :
die Dateien auf dem Stick sind Log`s von den Fehlern

Nimm auf jeden Fall die EFI 6 !!!!!!!!!!!!

OC legt ein Log bei jedem Start an interessant ist im Grunde immer nur die neueste Datei

Das log sagt, Fehler bei SecureBootModel j160 - MacPro7,1
also habe ich mal 2 EFI mit unterschiedlichen einstellungen diesbezüglich angehängt.
( du nutzt wahrscheinlich das aktuelle BigSur, da wurde wohl ähnlich Monterey die Funktion angepasst.)

auf mrmacintosh gibt es noch ältere BigSur Installer, falls das so nicht funktioniert, wenn die Installation durch ist, bitte securebootmodel anpassen nach Post #74 Link
