I mean your previous and working EFI with HighSierra OS was weird
Inside some stuff of Nvidia and others weird thing
You say it does not start anymore also your High Sierra disk if I am not wrong
Now I have converted and updated your previous EFi
If you can rebuild the same situation of your previous bios configuration settings this EFI could boot system from HighSierra to Monterey
I doubt because I do not see a mandatory SSDT for your motherboard Chipset
But, if it was working previously it must work also now

EDIT use this config because inside EFI I have used patches for 12cores CPU (sorry)

Vor ein paar Tagen habe ich im allgemeinem Forum nach Hilfe gefragt, zu dm Zeitpunkt wußte ich noch nicht wo ich hinwill. Jetzt weiss ich das es Big Sur werden soll. In der Diskussion nebean (Wo genau ist meine Frage richtig: Update von 10.13.6 auf 10.15.7 läuft nicht sauber, vielleicht gleich auf Montery?) wurde mir geholfen, aber irgendwie scheint man dort mit meinem Rechner nicht so zurechzukommen - daher möchte ich mal wissen ob jemand den gleichen PC hat wie ich (siehe Infos links) und vielleicht mal sein EFI mit meinem vergleichten kann oder mir sein EFI zur Verfügung stellen kann.

You do not have to downgrade the bios because you are not installing Monterey and in case you wanted to do it the only bios that would work are the first versions of the manufacturer that do not support your CPU
From the PCI configuration begin error have you tried to put the boot arg pikera?

This EFI has Kernel Patches to instal and boot from HighSierra to Monterey
If you have a stick with a full installer you should have the chance to complete your installation
in bios I would enable 4G and disable CSM)

I apologize if I misunderstood reading among the various messages
ProvideCurrentCpuInfo quirk we are talking about is mandatory to enable it if you use the new kernel patches Unless you use some old patches (not recommended)
Gigabyte motherboard may need boot arg npci = 0x2000 (or 4G enabled in Bios)
Your GPU may need the boot arg pikera -

use this EFI and post a screenshot if it hangs
Are you installing from an USB stick?
Have you some NVME disk in your system?
I am asking because some MSI board working also in Monterey loose some NVME m2 slot while worked well with previous OS like Big Sur
I advice you to use this EFI for your trying because it is set with latest open core 079 and latest AMD kernel patches
And obviously also because it was tested in system similar to yours
if you see after verbose a black screen maybe you have to add pikera boot arg in config.plist boot arg section

put kext in OC/Kext folder and use this config.plist with my EFI

do you know which Catalina OSX version are you installing?
If lower than latest you have to use kext posted above
You have to declare it in your kernel/add/config.plist section
I suggest to use my EFI

I am sorry for you but this could be classic problem MSI board has with Monterey, new CPU and new MSI bios (if you are trying to install Monterey)
Big Sur instead could work well
latest try could be to disable SSDT-EC in your ACPI config.plist section
